PGMUD UPDATE 07/01/2009

John Ehlinger

TXDOT wants some MUD land/capacity (details were vague to me), in return they offer to raise 359. The board says they are good with that in principle but there is no written agreement. TXDOT will be the one to write it up and submit it to the MUD. TXDOT essentially needs to get the project bidding by Jan-Feb deadline because it is using stimulus money. After that date, they lose the federal funding.

FEMA maps are still not out and not expected out for at least another month, probably longer. It will probably be a year before they are finalized.

The only thing about the levee that is "in stone" is Spreading Bough will have to have a wall. They are still talking to land owners surrounding the area, TXDOT and of course, the flood map isn't out. Options are still open to push the levee off the fence line so as not to interfere with utilities underground. Those living on the creek may gain some property instead of losing it to the levee.

As to the trees in the back:

  1. The Army Corp of Engineers has no say in the creek, they aren't building the levee and it isn't Fed land.
  2. The MUD says they will need a 15' space to drive trucks in to inspect and maintain the levee (sorry, but it means no trees within 15' of the levee anyway.
  3. The number of trees also depends on if they tier the levees, The two tier would be one farther down the creek that goes 32' deep. The other farther back on/close to the fence line. The other option is a single wall on/close to the fence line. I expressed that the opinion of those on the creek would favor the one wall option to save as many trees as possible. They said they understood that, but if the two tier was the better option, they would go with that. Nothing is set though and it doesn't hurt to keep reminding them of what we want.
  4. The stakes with the little pink flags, they don't know what they are. They were probably left by the survey team and since they have been there forever, can be pulled.
  5. Downed trees in the levee - not their problem. Either the HOA or the resident may clear the trees or you can contact the commissioner, but if they did anything (not likely) they may remove all or at least more trees so they wouldn't have to do it again.

There will be a Fort Bend Levee Commission meeting in which all the MUD and levee groups of FortBend will meet to discuss combining their money and resources to have a seat in a national group that will lobby Washington regarding flood insurance even when behind a levee.

There will be a meeting of the National Assoc. of Flood Mgmt in Fort Worth August 5-7 and one of our board members will attend that as well.

There was a change of law regarding golf carts on the road. It is now illegal to drive golf carts on roads without registering them. This is brand new and even TXDOT website hasn't been updated. You can call the sheriff's office for details, but the old 2 miles from a golf course exception no longer applies.
