Highway 359 road project is well on its way. This is a 430 day project and the first 110 days will encompass relocating the utilities. From what I gather, there will be two humps in the road replicating an earthen levee. Hwy 359 will be four lanes with a median and turn lanes every once in a while.
In regards to the levee itself, FEMA has reviewed our plans and asked quite a few questions. The district is preparing a response. In the meantime, the District has approved the engineers to meet with the business owners for right of way easement. It appears the landowner to the north of the subdivision is not complying so the district is trying to condemn the property. The landowner is appealing the process and wants a trial by jury. We are still quite a ways off from FEMA finalizing the flood plain.

TXDOT wants some MUD land/capacity (details were vague to me), in return they offer to raise 359. The board says they are good with that in principle but there is no written agreement. TXDOT will be the one to write it up and submit it to the MUD. TXDOT essentially needs to get the project bidding by Jan-Feb deadline because it is using stimulus money. After that date, they lose the federal funding.
FEMA maps are still not out and not expected out for at
least another month, probably longer. It will probably be a year before they
are finalized.
The only thing about the levee that is "in stone" is
Spreading Bough will have to have a wall. They are still talking to land
owners surrounding the area, TXDOT and of course, the flood map isn't out.
Options are still open to push the levee off the fence line so as not to
interfere with utilities underground. Those living on the creek may gain
some property instead of losing it to the levee.
As to the trees in the back:
There will be a Fort Bend Levee Commission meeting in
which all the MUD and levee groups of FortBend will meet to discuss
combining their money and resources to have a seat in a national group that
will lobby Washington regarding flood insurance even when behind a levee.
There will be a meeting of the National Assoc. of Flood
Mgmt in Fort Worth August 5-7 and one of our board members will attend that
as well.
There was a change of law regarding golf carts on the
road. It is now illegal to drive golf carts on roads without registering
them. This is brand new and even TXDOT website hasn't been updated. You can
call the sheriff's office for details, but the old 2 miles from a golf
course exception no longer applies.
